Rachel Michelin is President and CEO of the California Retailers Association (CRA), the most significant voice representing the retail industry in California’s public policy arena, at the State Capitol, in City Halls and with regulatory bodies across the state. Michelin oversees a diverse board and membership representing retail throughout the state and nation from small brick and mortar, to franchises to national retailers and on-line merchants.
Rachel has led associations for over 20 years with visionary leadership including strategic growth and engagement, increasing revenue, developing partnerships, statewide influence and public awareness. Rachel has demonstrated success through a strong bipartisan leadership network she has built with key influencers in the public and private sectors.

Assemblymember Fong was elected to represent the 32nd Assembly District, which encompasses most of Kern County including Bakersfield. He was elected to the State Assembly in 2016 after nearly a decade serving as district director to Congressman Kevin McCarthy. As a lifelong resident of Kern County, Assemblymember Fong has a deep understanding of the challenges facing his constituents.
In the most recent legislative session, Assemblymember Fong made it a top priority to address the critical problem of cargo theft. He authored legislation aimed at safeguarding the trucking industry recognizing the widespread cargo theft problems in the supply chain. He was recently appointed to the Select Committee on Retail Theft which will work to identify policy solutions to retail crime.

As CargoNet Vice President of Operations, Keith Lewis is responsible for managing CargoNet’s operational efforts, including supervising operations staff and providing investigative support and system training for CargoNet members.

Keith has over 20 years’ experience in the third-party logistics industry. He began his career in 1980 as an operations manager in the transportation division of one of the country’s largest 3PLs. There, Keith worked his way up to general manager, overseeing the company’s trucking division as well as a 1.1 million square-foot distribution center. Keith also held high profile roles at two additional 3PLs.

In 2000, Keith left the logistics industry to pursue a career in law enforcement, where he worked as a Task Force Agent for the Georgia Bureau of Investigation. Keith is still an active law enforcement officer with the Mohave County (Arizona) Sheriff’s Office.

David Navarro has been employed with the California Highway Patrol for over 20 years. Approximately 13 years of his career, David was assigned to the Border Division Investigative Services Unit (ISU) as a vehicle theft detective. In 2020, David promoted to the rank of Sergeant, and for the past 2 years has been supervising the Border Division Investigative Services Unit (ISU) Cargo Theft and Vehicle Theft unit. Over his career, David investigated numerous cases involving Auto Fraud, which encompasses the following: subleasing, fraud purchases, rental fraud, title washing, fraud vehicle exportation, synthetic ID, and impound extortion.
Additionally, as a Sergeant, David has investigated and assisted with several types of Cargo Theft cases. David has become a subject matter expert in both Auto Fraud and Cargo Theft and has testified in court as an expert on numerous occasions. David is an instructor for the California Commission on Peace Officer Standards and Training (POST) Vehicle Theft course. David has also taught and spoke at several vehicle theft and fraud conferences throughout the United States.
